Water Engineering Manager

Columbia Power & Water Systems seeks an individual for a full-time, exempt position to perform engineering required for plant additions and modifications. This position will conduct economic and system planning studies. The position will supervise, train and direct engineering staff in the design, planning, and development of water system facilities.

Job duties and responsibilities include the following: Develop and maintain a distribution system model for use in system analysis, planning and improvements. The individual will work closely with Operations to ensure the effectiveness and efficiency of the system. The position will maintain water distribution system maps; prepare as-built drawings; conduct site plan preparation and review; perform hydraulic calculations; draw or oversee the completion of highway permits; manage Engineering personnel in carrying out duties; design and draft permit and construction drawings for any alterations, replacements, or expansions to the CPWS distribution system; develop bid contracts and specifications for construction contracts and for materials/equipment for plant additions; prepare cost estimates; ensure the integrity of GIS data; explain CPWS policies, provide system information, advice, and technical assistance to consultants, developers, contractors, customers, and other agencies and departments; develops and maintains construction standards; Reviews construction plats and final plats to ensure new development meets CPWS’ standards; evaluates developer-installed facilities toensure that they meet CPWS’ standards; remains on call as needed during 24-hour rotational standby duty; establishes timelines and schedules for completion of projects on time and within budget; establishes and enforces internal procedures, standards, and regulations; trains and develops employees; performs Performance Appraisals; performs discipline when appropriate; assists with preparation of annual budget and operates within budget limitations; and other duties may be assigned.

Physical and mental requirements of the job include the following: Acknowledge and adhere to all CPWS policies; regular attendance at work; perform duties safely without endangering self, others, and the public; abide by residency requirement as determined by the Board (CPWS personnel subject to stand-by or after-hours call-out must reside within a CPWS service territory or Maury County); maintain valid Tennessee driver’slicense; subject to emergency call-out; must be computer literate and able to use a personal computer; ability to sit at desk or table up to 8 hours per day; ability to lift 0-100 pounds for 2 hours a day, if needed; ability to lift and/or carry objects weighing 0-25 pounds for 6 hours a day, if needed; ability to reach, handle, feel, talk, hear, and see; ability to read job-related material and write effectively to communicate typical water

utility principles, specifications, and all manner of policy related to system work; ability to easily walk across undeveloped hilly, overgrown, and rocky areas; ability to cut, hammer, and stake; ability to drive system vehicles.

Job requirements and qualifications include the following: B. S. Degree in Civil, Environmental, or Mechanical Engineering; must possess a P.E. license issued by the State of Tennessee or, if registered in a state other than Tennessee, must meet the State ofTennessee’s requirements for registration by comity. If the latter, must obtain a P.E. license from the State of Tennessee within 6 months of employment; and a minimum 5 years of experience in utility engineering.
