Vice President of Technology

Columbia Power & Water Systems seeks an individual for a full-time, exempt position to be responsible for maintaining a global understanding of all aspects of technology within the organization. Provide strategic direction to ensure CPWS is at the forefront of changes in technology and is equipped with relevant, value-add technology that meet the demands of present and future operations. Responsible for the development and implementation of a reliable, resilient, and secure technology-related system that supports all facets of the organization operations.

Supervisor responsibilities include the following: establish goals, monitor work, and evaluates results of the CPWS Technology staff to ensure that both departmental and organizational objectives are met; serve as initiator for departmental communication, ensuring comprehensive content and transfer of information across members of the department; assure quality and stability of the Information Systems department by integrating necessary controls, procedures, and continuous improvement initiatives; maintain a productive work environment that recruits, retains, and supports quality employees; provide for departmental employee training;responsible for compliance with CPWS’ policies, procedures, and regulations; assure compliance with relevant laws and regulations; and responsible for maintaining standard operating procedures for all processes within the Information Technology department.

Duties/Responsibilities include the following: establish the organization’s technology plan that is designed to provide strategic direction and support for the organization’s mission and ensure that all goals and objectives in the technology plan are successfully accomplished to the highest service level possible and in accordance with the established priorities, timelines, budgets, and deliverables.

Strategic direction of Organization Technology Program duties includes the following: leads planning, risk mitigation, policy development and implementation for the Organization technology system; serve as the organization’s Cyber Security Officer; develop and implement cyber policies, standards, and procedures sufficient to mitigate security risks for all systems, networks, and information. Ensure compliance with applicable legislation, regulations and other requirements related to the same; ensure security safeguards and measures as required to ensure that information is disclosed only to authorized individuals, and compliance with all Federal, and State compliance standards; research, develop, implement, and manage the technology system policies, procedures, and best practices.

Organization Network Architecture duties include the following: oversees the optimization of the infrastructure that supports the organization’s technology services; responsible to ensure that the organization’s network architecture safeguard’s the organizations systems and data, as well as supports the capture of data for analytics designed to help advance the organization mission and operational efficiency; oversee utility technology systems, information, and communication systems projects, including voice, data, and imaging, and office automation at all levels within the organization; benchmark, analyze, and make recommendations for the improvement, efficiency, and effectiveness of the IT infrastructure, IT systems and all other technology driven

systems; accountable for day-to-day operational functionality and availability of organizational software, programs, and systems.

Disaster recovery responsibilities include the following: evaluate and determine the need for and arrange off-site facilities for data archiving, storage, and access; establish and maintain the Organization’s Technology disaster recovery plan; and ensure departmental support for the Organization’s System wide disaster recovery plan.

Leadership and financial management responsibilities include the following: establish and maintain regular written and in-person communications with organization’s CEO/President, Executive Vice President, vice presidents, managers, and employees regarding pertinent technology activities; collaborate with the CEO/President, Executive Vice Presidents, and all department Vice Presidents to develop business case justifications and cost/benefit analysis for IT spending and initiatives; manage financial aspects of the organization’s IT function,including purchasing, budgeting, and budget review; manage vendor contracts; provide development, execution, and management of technology-related service, product, and labor contracts to ensure deliverables are met; maintain expert level knowledge by attending trainings; reviewing industry bulletins; and maintaining a network of expert professionals; and establish and maintain internal and external relationships and networking.

Required skills and abilities include the following: acknowledge and adhere to all CPWS policies; regular attendance at work; perform duties safely without endangering self, others, and the public; ability to promote a positive atmosphere; ability to give instructions; ability to read and understand accounting guidelines and literature; ability to write; ability to listen attentively and respond to coworker(s) questions and concerns; ability to analyze and solve problems using facts and personal judgment; ability to deal with people in a courteous manner; ability to make good decisions and accomplish duties without close supervision; must have a working knowledge of computer hardware and software, including extensive knowledge of Excel, Word, and PowerPoint; ability to develop a good overall operating knowledge of CPWS’ utility functions; and the ability to work inside.

Physical requirements include the following: ability to occasionally lift up to 30 pounds; ability to lift and/or carry objects weighing up to 20 pounds for 4 hours a day; ability to use eyes, hands, and fingers to operate computer keyboard quickly and accurately; ability to sit for 2 hours at a time; and the ability to talk, see, hear, reach, handle, and feel.

Education, experience, and qualifications include the following: Bachelor’s degree in Computer Science, Information Technology, or related field and 10 years prior progressive work experience in a senior level Information Technology position. Experience in lieu of education will be considered. Utility industry experience, preferred.
