Vice President of Broadband Operations

Columbia Power & Water Systems is seeking a professional for a full-time, exempt position to join our growing organization as Vice President of Broadband Operations. This position is responsible for the operational oversight of the Broadband division; it provides technical direction of CPWS’s Broadband network and the data center facility. Also, it is responsible for the delivery and management of video, voice, WAN, and data services to CPWS customers.

Job Description

The VP of Broadband Operations is responsible for the supervision and general operations of the Broadband services provided by CPWS including:

  • HFC technology, fiber optic services, and FTTx technology
  • Manage the technical operations of the Broadband system
  • Maintain compliance with applicable FCC, OSHA, IEEE, NESC, and NEC standards
  • Maintenance and improvements of the Broadband network and data center facilitymanaging customer installation and technical support functions
  • Oversee system improvements and plant construction
  • Recommend and implement products, services, and features that benefit CPWS and itsBroadband customers
  • Develop and implement plans and practices that contribute to financial strength of theBroadband division
  • Respond to customer concerns and promote a positive impression of CPWS
  • Establish, maintain, and update internal controls and standard practices
  • Develop and maintain departmental budgets
  • Ensure compliance with CPWS policies, procedures, and regulations
  • Obtain and comply with all pertinent permitting and regulatory requirements
  • Other work could be required, as assigned.

    The Vice President of Broadband Operations will also provide for employee training and encourage a productive work environment, support CPWS in promoting efficiencies and strengthening the effective management of the organization, and the software used by the Broadband Department, including billing system.

    ***Please note, this is a replacement position due to the current Vice President of Broadband Operations retiring. There will be a 2-3 year mentorship period. At the end of this time period, this person will have full position tenure.***

Required Skills and Abilities

The Vice President of Broadband operations should have:

  • Good decision-making abilities and be able to accomplish duties without supervision

  • The ability to use mathematics, understand the fundamental principles of science and engineering, and use computers, calculators, scanners, and printers

    This role must acknowledge and adhere to all CPWS policies. Regular attendance at work is required. The VP of Broadband Operations must maintain a valid Tennessee Driver’s License; and, as they can be subject to emergency call-out, abide by residency requirements as determined by the Board (CPWS personnel subject to stand-by or after-hours call-out must reside within a CPWS service territory or Maury County). This person must have the ability to give instructions.
  • Math Skills: Must be able to easily add, subtract, multiply, divide, and use exponents to calculate materials and electrical quantities.
  • Language Skills: Must have developed language skills to the point of being able to read and comprehend technical instructional documents as well as financial reports and legal documents such as contracts.

    • Data: Coordinating: Determines time, place, and sequence of operation(s) or action(s) to be taken based on analysis of data; executing determination of and/or reporting on events.
    • People: Speaking/Signaling/Writing: Talking with and/or signaling people to convey or exchange information. Supervising, determining, or interpreting work procedures for a group of workers; assigning specific duties; a variety of responsibilities involved in this area.
    • Things: Operating/Controlling: Starting, stopping, controlling, and adjusting the process of machines or equipment. Operating machines involves setting up and adjusting the machine or materials as the work progresses. Controlling involves observing progress of operations and turning devices to regulate reactions of materials. Precision working: using body member or tools or work aids to work, move, guide, or place objects or material in situations as they occur; selection of appropriate tools, objects, or material; adjustment of the tool to the task requires exercise of considerable judgment.

    This person must have the ability to:
  • Occasionally lift 0 – 50 pounds for 1⁄2 hour a day
  • Lift and/or carry objects weighing 0 – 25 pounds for 2 hours a day
  • Walk or stand for 4 hours a day, or to sit for 4 hours at a time
  • Stoop, bend, climb and twist, and ability to talk, see, hear, reach, handle, and feel
  • Easily walk across undeveloped areas that may be hilly, overgrown, and rocky
  • Environmental conditions: Ability to work 50% Inside and 50% Outside; Inside protectedfrom weather, but job also requires outside exposure in severe weather conditions such as storms, rain, extreme cold, and extreme heat

    Education and ExperienceThis position requires Bachelor’s degree and five (5) or more years of experience in broadband engineering and/or management. Current vocation education (seminars/workshops) is preferred.
